In 2014, the Department of Environmental Quality Division of Drinking Water (DEQ/DDW) proposed to assess plan review fees for drinking water projects submitted for review and approval. A public hearing was held on September 25, 2014. We appreciate very much that several water systems took the time to provide written and verbal feedback to DEQ regarding this proposal.

The DEQ fee schedule was submitted to the Governor’s Office of Planning and Budget. They did not approve any of the proposed plan review fees, but did keep the penalty fee for construction without prior plan approval in the Governor's budget. The Governor’s budget was presented and finalized during the 2015 Legislative session.

Please note that the finalized DDW fee schedule has this newly added item - $1,000 for "Penalty Surcharge - Construction Without Prior Approval (per Project)." The new fee schedule will become effective on July 1, 2015.

DDW would like to work with the public water systems to minimize the impact of this penalty fee (especially on new construction projects). Please contact DDW's engineering staff at (801)536-4200 for assistance.
