ANNUAL CONFERENCE PRESENTER BIOS Brett Barrus is the Operations Supervisor at the Don A. Christiansen Regional Water Treatment Plant. He has 10 years of experience in operations and maintenance of water treatment plants. He holds a Grade IV certification in both Treatment and Distribution with the State of Utah. He holds a bachelors degree in Forensic Science from Utah Valley University. He received the AWWA Outstanding Operator (Large System) Award in 2023 and has completed the AWWA Leadership Forum. He previously presented at the 2018 AWWA Mid-year conference in Park City. Dr. Michelle Barry is the Senior Water Treatment Engineer for the Salt Lake City Department of Public Utilities. She has worked for the Department for the past 9 years. She earned her Bachelor of Science degree from the University of Wyoming and her Masters and PhD at Arizona State University, all in Civil/Environmental engineering. She also worked as an engineering consultant in Utah, Texas and Arizona for 8+ years. She is the Water Treatment Plant Program Manager for the City Creek Upgrades Project. Stetson Bassett graduated with his Bachelors and Master's degrees from Utah State University in Environmental Engineering. He is a senior engineer at Carollo Engineers with 9 years of experience focused on water treatment design. Stetson currently lives in Draper, Utah with his wife and three children. Steve Brenchley, P.E., is a managing engineer with Brown and Caldwell, based in Utah. He has over 26 years of experience in design and project management within the water industry. He holds a Masters degree in Civil and Environmental Engineering from Utah State University. Jason Broome has nearly 30 years of experience in planning, designing, and constructing water and wastewater systems. He has been with Forsgren Associates for 21 years, and he is currently the operations manager for the Salt Lake City office. He has worked on campground water systems for The Church of Jesus Christ of Latter-day Saints for 15 years, and has worked at 12 different campground locations. He notes that it is always an adventure working on campground projects! Jared Carr is a professional engineer serving as Salt Lake City’s Project Manager for the City Creek Water Treatment Plant rebuild project. He has 22 years of experience in the water and wastewater industry with a career focus on water treatment process and the execution of capital projects from design through construction. Jared works for Jacobs in a Program Management role with Salt Lake City Department of Public Utilities where he has worked over the last four years in the engineering and management support of all three of the City’s surface water treatment plants. He holds a Master's degree from Brigham Young University in Civil Engineering. Jared enjoys the Utah outdoors whether on a bike, in the water or on a trail. Steve Cavanaugh is the President and CEO of Cavanaugh & Associates and is a creative visionary with an unshakable dedication to environmental stewardship and preservation, which has led him to work with public and private sectors, both nationally and internationally for over three decades developing innovative solutions to some of today’s most challenging issues. Steve has dedicated his career to advancing water efficiency practices and harnessing renewable energy. His next frontier is illuminating the carbon associated with utility leakage and helping chart the course to effective reduction. He serves as the Chair of the International Water Association – Water Loss Specialist Group - Leakage Emissions Initiative. Steve has a BS in Civil Engineering from NC State University, and is a licensed Professional Engineer. Donald Champenois served in multidisciplinary financial and operational performance improvement programs in eastern Europe to help water utilities struggling with collapsing infrastructure and major institutional needs. Later he served as engineering manager for large water programs in Puerto Rico and Texas, then as Owner's Advisor and Owner's PM on water and wastewater projects, as well as engineer and PM for water, wastewater and condition assessment projects. Most recently he has assisted in starting up and troubleshooting large water programs and serves as Owner’s PM on a water treatment project. Donald studied at BYU and resides in Utah. Mark Chandler is a water resources lead for Horrocks leading water projects across the intermountain west. Much of his focus has been on water source development and floodplain mapping. His family lives in Layton and loves spending time outdoors and playing sports. Thayne Clark has worked for over 27 years in the field of water resources engineering. He has worked on many large water infrastructure projects such as dams/reservoirs, treatment plants, pipelines, pump stations, and water conveyance systems. He enjoys creating solutions to engineering challenges and the planning required for large water projects. He earned his BS and MS degrees in Civil and Environmental Engineering from BYU. Shane Coors is a water resources engineer and the founder and president of Precision Water Resources Engineering. He has an MS in Physics from the University of Utah and an ME in Civil Engineering from Texas A&M University. Precision has offices in Colorado and Utah and serves clients throughout the western United States by developing and using state-of-the-art water management tools. Shane has over 20 years of experience in the water resources planning and management field and specializes in water resources systems modeling. Dr. Liz Crafton is a limnologist and engineer specializing in water resources and planning to combat HABs, eutrophication, emerging pollutants, and other water quality concerns. As Hazen's Director of Water Quality Protection and Restoration, Dr. Crafton works with utility clients across the nation to evaluate historical data, perform water quality risk assessments, develop monitoring and screening programs, and develop short- and long-term strategies to improve source water quality. She is skilled in phytoremediation-based management solutions for nutrient transport and management, soil stabilization, erosion management, contaminant remediation, and pH stabilization. Dr. Crafton's research and technical experience is focused on cyanobacteria and algae management in surface water systems. Erik D. Cram, Ph.D. has been with Central Utah Water Conservancy district since 2017 but has been conducting research for more than 20 years. Erik received his Bachelor of Science degree from Utah State University in biology with an emphasis in molecular biology. Erik went on to receive his doctorate in molecular and cell biology from Oregon State University. Erik is incredibly happy with his decision to switch fields and join the water professional community. Joe Crawford has worked for Central Utah Water Conservancy District since 2015, previously graduating from Utah State with a Bachelor of Science in Fisheries and Aquatic Sciences and receiving a Master of Science in Watershed Science from Utah State University. He’s married to Stacy and has four children, and we are currently living in Spanish Fork, Utah. Josh Curtis is a project engineer at Bowen Collins & Associates, where he has worked for 7 years. He lives in Saratoga Springs with his wife and three children. He graduated with a master’s degree in civil engineering from BYU in 2018. He has experience in design of water storage reservoirs, pipelines, valve vaults, hydraulic structures, conveyance facilities, and master planning. His latest focus has been on the design of large drinking water storage reservoirs. He has designed and overseen construction of a 15 MG (million gallon), 6.8 MG, 5.8 MG, two 5 MG, and a 3 MG reservoir. Mitch Dabling is a professional engineer with diverse experience in technology development, project management, water engineering, and hydraulics research. His role as the Technology Director for HDR’s Water Business centers around the technology enablement of engineering teams, supporting them with the tools to meet client needs in an industry that is rapidly evolving its use of technology. His background includes management of critical infrastructure programs, and he is passionate about supporting infrastructure development through the successful integration of science, engineering, and technology. Leland Dorchester is a Water Resources Engineer with Precision Water Resources Engineering (PWRE), based out of Loveland, CO. During his time at PWRE, he has gained experience in water resources planning and management and helped develop models using RiverWare© and technical tools for short and mid-term planning and operations. His experience working with operations and accounting RiverWare models allows for optimal water management and is supported by his experience in writing RiverWare Policy Language (RPL) logic and designing models that are both efficient and useful for clients over sustained periods. Steven Dowker has spent the last 10 years guiding organizations across the private and public sectors through the implementation process of robust emergency management, business continuity, and training and exercise programs. His experience spans all levels of government as well as highly regulated industries such as water and wastewater, the nuclear industry, and oil and gas. Working with customers in these industries has highlighted the critical nature of training and exercises to successful resilience programs. Ryan Egbert is a project manager and corrosion engineer at Bowen Collins & Associates (BC&A). He has worked at BC&A for seven years. Prior to that he was an intern at the Jordan Valley Water Conservancy District for 18 months. Ryan specializes in large diameter pipelines and corrosion engineering. His favorite pipeline projects include the 66” Southwest Aqueduct and the 78” Jordan Aqueduct. His favorite corrosion protection projects have been Draper City’s water system assessment plan, Washington County’s corrosion protection plan, and the Bellagio Fountain corrosion assessment. Bridget Garlinghouse is VODA’s Director of Sales for the West Region, with over a decade of experience working with utilities and industries to address some of the most pressing environmental and water infrastructure challenges. Most recently, her work includes collaborating with water utility clients to facilitate and manage their adoption of digital water technology solutions. In her current role with VODA, Bridget combines her passion for improving lives with helping utilities intelligently adopt technology that saves time, reduces costs, and is easy to use. Ridley Griggs is a registered professional engineer who specializes in helping water and wastewater utilities plan for future growth, improve operations, troubleshoot problems, save energy, promote conservation, and build stronger and more resilient systems in the face of growth, drought, and other challenges. He is a project manager at Hansen, Allen & Luce, Inc. He enjoys skating, hunting, hiking, camping, and spending time outdoors. John Hamilton is a mechanical engineering graduate from the University of North Florida with nine years of project management experience at The Haskell Company. He specializes in leading complex projects through collaborative delivery methods. Currently, John serves as Senior Project Manager for the City Creek Water Treatment Facility project in Salt Lake City, Utah. Julie Hansen is an experienced civil engineer specializing in large-scale water conveyance projects, with a focus in welded steel pipe design. Her portfolio includes complex water infrastructure projects from design to construction, encompassing various pipe materials, sizes, and pipeline appurtenances. Notable projects include key segments of the 30-mile Utah Lake System featuring 60-inch welded steel pipe in south Utah County, and yard piping design for the 70 MGD Groundwater Polishing Plant in Vineyard, Utah. Julie excels in handling intricate water delivery systems and coordinating with diverse stakeholders, focusing on delivering quality infrastructure through effective teamwork. Kazuma Harada is an engineer in HRDIP Dept. at KUBOTA Water and Environment U.S.A., specializing in HRDIP pipeline design. With over 8 years of extensive experience in R&D Dept. of hazard resilient ductile iron pipe (HRDIP), he has contributed to developing new HRDIP and conducting actual surveys of how HRDIP presents the high performance during natural hazards. Shaun Hilton is a Project Engineer with Central Utah Water Conservancy District. Shaun has been with the District for five years and has been in the engineering profession for 10 years. Shaun has a master’s degree in civil engineering from Brigham Young University. Shaun lives with his wife and five children in Provo, Utah. Kalvan Hone has a bachelor’s degree in GIS, but puts more stock in experience. He has a Master’s in Business Administration, but trusts more in business acumen. Mr. Hone has a GISP certification, but he was grandfathered in. For 25 years now he gets paid to do GIS stuff, but doesn't consider himself an expert in a field of ever-changing technology. He can answer a lot of GIS-related questions, but gets more excited contemplating the meaning of life. He loves his job and doing GIS, but he loves waterskiing, singing, and raising a family more. Thankfully his career and his interests are mutually supportive. But since we are here on business, Mr. Hone is currently a GIS Coordinator for the Public Works Department at Provo City and will be presenting a process to generate a water model directly from GIS data using Python. Jim Honea, PE, has 20 years of experience providing program and project engineering and management consulting services to various clients across New Mexico and the Western United States. His extensive experience includes program and project management, conveyance design, hydraulic and hydrologic modeling, construction management, permitting, and financial analysis. For Jacobs, Jim serves as the Program Manager for the $1.3B Eastern New Mexico Rural Water System. Jim is married and has three daughters (ages 14, 8, 5). Monica Hoyt has spent more than three decades making sure Utah communities have safe, clean drinking water. She started her career as a chemist and quickly became known as a go-to expert in water quality, treatment processes, and regulatory compliance. She’s served as Laboratory Director, Education and Public Outreach Manager, and now works with Carollo Engineers helping public water utilities connect with the right engineering expertise to solve complex challenges. Monica is known for blending deep technical know-how with a gift for making science approachable and engaging. Megan Jenkins joined the water industry in 2015 as a Communications Coordinator for a large water district. Since then, she has contributed to the creation and strategy development for several water conservation initiatives including Utah Water Savers and Localscapes. In her role at Yoppify, Megan continues to collaborate with experts inside and outside of the industry to develop innovative approaches to solving water issues and inefficiencies. Megan loves to help organizations translate complicated water issues into digestible messages for customers and stakeholders. Sierra Johnson is an environmental engineer with knowledge in drinking water treatment process selection and optimization. Sierra specializes in data analysis and modeling using historical and bench/pilot-scale data to support process decisions. Adam Jones is a licensed Professional Engineer with Brown and Caldwell in Utah. He currently serves as the AWWA Intermountain Section Young Professional Board Advisor. He's gained 10 years of experience in the water industry from working at the Utah Water Research Laboratory, Northrop Grumman, and Brown and Caldwell. He holds a B.S. in Civil/Environmental Engineering from Utah State University. When he's not actively engineering water systems, he's out enjoying rivers and streams while whitewater rafting or climbing with his family and friends. Steve Jones is CEO of Hansen, Allen & Luce, a water resources engineering firm. He is currently serving as head of the Intermountain Section of AWWA. Steve has performed multiple studies for the State of Utah, including the Great Salt Lake Stormwater Study, a water use audit, and a current effort with the Utah Division of Water Resources to set state water conservation goals. Lee Judd is HDR’s Program Management Lead for the intermountain region. An industry veteran of over 40 years, Lee has led major programs in the water & wastewater, with construction costs up to $10 billion. Most recently Lee was program manager for DeKalb County, Georgia’s, Dept. of Watershed Management’s Capital Improvement Program. With a planned spend 2021-2030 of $2.4 billion, this program proved transformative for the County’s project delivery processes and outcomes. Lee has broad experience building and developing diverse and high-performing program delivery teams, as owner and consultant. David Kibbie is a Civil Engineer for AECOM in the Murray, Utah Office. He has ten years of engineering, operations, and construction experience, with four in the water industry. His experience includes utility project and construction management, treatment process modeling and optimization, and laboratory analyses. Jordan King has 18 years of experience in strategic communications, specializing in public engagement and marketing for infrastructure projects. He works closely with clients and communities to craft clear, effective messages that address public concerns while aligning with project goals. Over the past four years, he has deepened his technical expertise in water utilities through his work with Salt Lake City Department of Public Utilities, managing public engagement for major projects like the City Creek Water Treatment Plant upgrade. His ability to translate complex information into accessible messaging fosters trust and meaningful connections with stakeholders, communities, and agency partners. Britt Klein previously worked 33 years for Arizona local government water utilities (1984-2017). He has worked the past eight years for Xylem serving UT, AZ, NM (2017-Present). Britt holds a Grade 4 Water Distribution Operator License, Grade 4 Wastewater Collection Operator License, Grade 2 Water Treatment Operator License, and Grade I Wastewater Treatment Operator License. He served 11 years on the ASCE Pipelines Condition Assessment Committee, was the Co-Chair of 2017 ASCE Pipelines venue in Phoenix, AZ, and is currently the Water Distribution Co-Chair for the TriState Seminars Conference held in Nevada each year. Shawn Koorn is an Associate Vice President and leads HDR’s Utility Rates and Finance group with over 25 years specializing in the development of utility rates and fees, development of financial and rate setting policies, and cost of service studies. Specific to Utah, Shawn has been the Project Manager for the JVWCD since 2002. Shawn is a co-instructor for the American Water Works Association 3-day Rate Setting Essentials Seminar which teaches the basis for establishing cost-based rates. Shawn is also a contributing author to the AWWA M54 and M1 manuals which provide the basis for establishing water rates. Kai Krieger is a professional engineer and project manager at Hansen, Allen and Luce with 8 years of experience. He graduated from the University of Utah with a master’s degree in civil and environmental engineering. Kai currently serves on the AWWA Conference Committee and the Salt Lake City Public Utilities Advisory Committee. Jeremy Lapin graduated from the University of Utah in 2004 and spent the first 5 years of his career in the private sector providing consulting services designing and managing many types of civil engineering projects for municipalities, water districts, sewer districts, and both residential and commercial developers. He became the City Engineer for the City of Saratoga Springs in 2010 and manages and coordinates all phases of city-wide engineering operations including development activities, the construction of capital projects, water rights, and managing the public works department. Bart Leeflang is an Assistant General Manager at the Central Utah Water Conservancy District. Bart is responsible for CUWCD's Water Supply and Planning which includes oversight of the Colorado River program, water rights, water policy, and conservation efforts. Before joining CUWCD in 2019, he worked for the Bureau of Reclamation, managing dam safety, construction, and river restoration projects. Trevor Lindley has over 25 years’ experience in the area of water and wastewater planning, design and construction. For the last 10 years he has been employed at Brown and Caldwell and has been responsible in a Program delivery role to coordinate or directly manage nearly $1B worth of capital improvements in the state of Utah. These improvements have been delivered through both conventional design-bid-build delivery and collaborative CMGC delivery. Jacob Lovin is the Western Regional Engineer for McWane Ductile, working with municipalities and engineering firms in value engineering pipeline projects, provides clarification of specification issues, and helps implement portable and wastewater infrastructure throughout the Western United States. He brings a diverse and accomplished sales professional background with a proven track record of driving exceptional business growth and delivering impactful results across diverse industries. With extensive experience spanning from sales, engineering, and project management. He is an Engineering graduate from the University of Missouri-Columbia and an MBA recipient from the University of Arizona with a focus on Management Information Systems, Cybersecurity, and Entrepreneurship. Jacob Lovin combines technical expertise with innovative leadership.Alex Lowell was born in Las Vegas. His wife, Bryana, and he moved to Utah to attend BYU where he graduated with a degree in Chemical Engineering. Alex Lowell was born in Las Vegas. Alex has worked at Central Utah Water Conservancy District for 7 years working both in the Asset Management and Engineering groups. Michael McFadden has 12 years industry experience in drinking water and low impact development design. With experience in three different states (Illinois, Missouri and Utah), he brings a diverse outlook to the “way things have always been done.” Rob Moore is General Counsel for Central Utah Water Conservancy District and has been now for more than two years. At the District, he has the privilege of advising the Board of Trustees and all of the great employees at the District. Prior to joining the District, his legal career was spent working in local government, in the Wasatch County Attorney’s Office and for 23+ years in the Utah County Attorney’s Office, Civil Division, including as the Civil Division Chief. Rob graduated from BYU Law School. He is married with 5 sons, 3 daughters-in-law, 5 grandchildren, and loves to travel. Betsy Morgan is a staff engineer for the Colorado River Authority of Utah. She graduated from Oregon State University with a Bachelor of Science in Ecological Engineering and attended Utah State University and received a Master of Science in Civil Engineering with a minor in Climate Adaptation Science. Betsy also worked for the Wyoming Game and Fish Department as an Aquatic Habitat Biologist, and prior to joining the Authority, served as an engineer for the Utah Division of Water Resources within the interstate streams section. Ryan Morris has worked as a Water Systems Operator for Provo City since 2008. He has expertise in maintaining and monitoring water treatment and distribution systems. Ryan is a certified Water Systems IV and Water Treatment Operator IV. Ryan is passionate about delivering clean, reliable water to Provo City while adhering to industry standards and best practices. He has played a critical role in the design and construction of the new Provo River Water Treatment Plant and will be leading the team operating the new facility. Gardner Olson has worked at Metro Water for 23 years. His primary roles include: Project Manager, Plant Engineer, and Asset Manager. He enjoys the work environment at Metro Water, especially the beautiful backdrop of Little Cottonwood Canyon and the Wasatch Front. He is a graduate of the University of Utah in Civil & Environmental Engineering. Troy Ovard is the Duchesne Area Manager for Central Utah Water Conservancy District. Will Peterson is AECOM's Utah Municipal Water Leader and a Project Manager. Ryan Phillips began working in the civil engineering field 15 years ago, starting as a CAD drafting intern at CH2MHill. He advanced through those years learning a lot from great mentors who encouraged me to soon become a PE. Ryan hopes to advance his career in technical design and project management. Personally, his partner, three kids and he love getting out on a hike, a camping trip, or just hammocking next to a river and Ryan also enjoys playing golf and woodworking. Tony Powell is a Project Manager at Precision Water Resources Engineering where he has collaborated with Central Utah Water Conservancy District for the last six years. Brandon Robinson is a Water Quality Scientist Washington County Water Conservancy District. He is skilled in water quality analysis and led the algaecide treatment for the District. Augusto Robles was born in Lima Perú and worked as the Director of Physical Facilities LDS Church in South America North Area (1993-1999). He moved to Utah in 2000 and graduated from the U of U with a BS in Civil Engineering and his MSE. He received the TUMI AWARD in Miami Florida in 2012. Augusto loves playing and coaching soccer and has been awarded coach of the year in the West Jordan League. He has worked for Bluffdale City, Eagle Mountain, and Herriman City, and currently works for the Metropolitan Water District of Salt Lake & Sandy. He is married with three children and three grandchildren. Jamie Safulko brings 11 years of experience in public sector engineering, specializing in project management, construction, and pilot research. Currently serving as the Client Services Manager at PCL Construction, she focuses on helping water and wastewater utilities overcome challenges in construction and project execution. Brittany Sorenson supports the Conveyance Infrastructure practice at Brown and Caldwell for the Intermountain Region. She brings 13 years of experience to the management and design of large diameter pipeline projects, whether they be new transmission mains or existing infrastructure to be rehabilitated. She has had the privilege of working with clients faced with seismic challenges, designing and constructing earthquake resilient pipelines in many areas in the Western United States. Ben Stanley graduated Magna Cum Laude and Order of the Coif from the J. Reuben Clark Law School at Brigham Young University, Ben began his career in the private sector with the prestigious international law firms of Kirkland & Ellis (Chicago) and Gibson, Dunn & Crutcher (California) before joining the public sector to advise the Utah County Government and the Jordan Valley Water Conservancy District as its General Counsel. In addition to elected official and other community service, his experience has spanned intellectual property, litigation, licensing, contracts, human resources, real property, and water law. Harrison Steed is a professional civil engineer with over 24 years of experience in large diameter water / wastewater conveyance planning, design, assessment, and construction support. Harrison has served as Project Manager or Technical Advisor on nine large diameter new water projects ranging from 42 inches to 120 inches. His background includes a unique blend of hydraulic modeling, condition assessment, trenchless / tunneling, and construction support. Zak Steele is a senior principal engineer at Brown and Caldwell, specializing in the analysis, design, and condition assessment of water conveyance projects, including pump stations and transmission mains. With extensive experience in pipeline engineering, Zak has led numerous projects involving the design, installation, and maintenance of large-diameter steel pipelines in various environments, including heavy urban areas and environmental preserves. His expertise encompasses assessing the condition of existing steel pipes, coating and lining systems, and safeguarding the structural integrity of both new and existing pipelines. Anna Tinoco has been with AECOM for two years working as a water/wastewater engineer in training in the Murray, Utah office. She has experience with asset management and capital planning, process and pump design for drinking water and wastewater treatment facilities, and construction services. Greg Thomas is a Principal at Hansen, Allen & Luce and has practiced engineering for over 28 years. Greg has a strong background in all aspects of municipal utility engineering. His personal area of focus includes pipeline design and hydraulics. Greg served as the Project Manager for the design of the SIBs and pipeline improvements for the MWDSLS MAR project. Josh Ward is a staff engineer responsible for the development of many spatial analysis tools that have provided robust, defensible methods of analyzing pipeline routing alternatives for multiple projects. He is an avid programmer and data analyst by hobby. He has also worked on multiple watershed planning projects and master planning projects performing hydraulic modeling in HEC-RAS and other GIS software. Mr. Ward has also occasionally assisted with pipeline designs, including canal enclosures (large diameter HDPE), mid-size pipeline diameters (30” WSP), and a storm water pipeline replacement (30” RCP). He earned his BS and MS degrees in Civil and Environmental Engineering from Utah State University. Michael Whimpey serves as Assistant General Manager at Central Utah Water Conservancy District (CUWCD) where he currently works with raw and finished water operations. Throughout his 25-year career at CUWCD, Mike has been part of and/or had the opportunity to work directly with and support various district teams including information/operational technology, asset management, environmental, and engineering. Mike serves on various boards and commissions, including Vice-Chair of the Intermountain Section of AWWA, Orem City Public Works Advisory Commission, UVU Mechanical and Civil Engineering Industry Advisory Board, and Board of Directors for Utah Water Users Association and the National Water Resources Association. Tim White is a senior process engineer from Brown and Caldwell with degrees in chemical and environmental engineering. He has over 25 years of experience in delivering a wide variety of water projects for clients. Ryan Willeitner, PE, has 15 years of experience with Jacobs Engineering performing hydraulic analysis of major aqueduct systems, detailed final design, and construction management for water infrastructure projects throughout the western United States. He has extensive expertise in large diameter pipeline design, as well as experience in reservoirs and open channel intakes/diversion structures. Outside of work, Ryan enjoys all forms of outdoor recreation including triathlons, mountaineering, canyoneering and is married with five children (ages 15, 13, 9, 9, 6). Jeremy Williams is an Associate Vice President in Hazen and Sawyer’s Salt Lake City office. Mr. Williams has over 20 years of experience in water resources, water treatment, and infrastructure projects spanning planning, design, and construction management.
