Director’s Report
Scott W. Paxman, P.E.
Weber Basin Water Conservancy District
February 2017
This winter is off to a fantastic start and we hope it continues. With Snow Water Equivalent (SWE) around 170% at this point, and forecasted runoff around 110%, it is looking very promising.
News from the Association:
WIFIA Funded
It was the work of AWWA utility members that turned WIFIA (Water Infrastructure Finance and Innovation Act) from a dream into the most significant piece of water infrastructure legislation in decades. At the close of 2016, President Obama sighed legislation that funded WIFIA for the first time, paving the way for up to $1.02 billion in federal, low-interest loans to spur on large water infrastructure projects. Getting the Lead out
At the AWWA Winter Board meeting, just a couple of weeks ago, the Board adopted a new policy that stated; “The American Water Works Association (AWWA) is committed to protecting public health through the reduction of exposure to lead in drinking water. AWWA encourages communities to develop a lead reduction strategy that includes identifying and removing all lead service lines over time. . . .” This policy encourages utilities to investigate, plan for, and budget for the eventual removal of lead services throughout their distribution system. This is unquestionably an arduous task that will take a significant amount of time, money and coordination with the public.
These past three years as Director have literally flown by. There is so much going on at the Association level that it really takes three years (six Board meetings) to really start to understand the process and all of the issues and challenges. I have appreciated the Section’s support while I have served in this capacity. It has been a pleasure. Gerard Yates attended this past Board meeting with me and will be taking my place in June at ACE17. He has got a good head-start into the process and will do a great job.
The Intermountain Section of AWWA is full of enthusiastic and involved members. We appreciate all you do. Keep up the great work.
